WATER

Go to Report A Problem and put in a report. This goes out to several people so if the office is closed or our tech is in an area on the mountain with no cell service someone will get the notice and notify a tech. You can also call the office at (865) 453-6704 during business hours; after hours call or text the on-call phone at (865) 909-5114

Please go to Report A Problem and let us know. This can be caused by the iron level in the water or from a repair going on with a leak.

You will need to contact our office during business hours and pay the full amount due plus all disconnection fees. You can pay in person with cash, check or credit card. You can also pay online 24/7 with a credit card (fees apply for all credit card transactions). If you pay online, please contact our office and let us know so we can confirm and schedule your reconnection.

PLEASE NOTE: We do not reconnect water service after hours or on weekends and holidays!

SEWER

If you have a lot of guest in your overnight rental and everyone is taking showers and flushing the toilets at the same time it could overwhelm the system temporarily causing too much water to dump into the tank too fast causing the float to rise and set the alarm off, you can give it 20-30 minutes to pump the liquid out and go back to a normal level or go ahead and call a plumber. If the alarm does not stop you will need to call a plumber. Currently ESCUD does not offer maintenance or repairs on sewer pumps on private property.

BILLING

ESCUD bills on the 25th of each month, payment is due by the 15th of each month to avoid late charges. Shutting off of water will begin on the 20th of each month. If you are 2 months or more late or have missed a payment on the agreed upon payment plan your service will be disconnected.

You can pay online at https://escud.utilitydistrict.com/ each month or set up auto pay on a credit or debit card (charges do apply) or set up ACH from your checking account (this is free, no charge, forms are available on our website or we will be glad to email you a form).

If you choose to set up automatic payments, those will be processed on the 15th and 16th. Please check your email for your confirmation of payment.

We accept all credit/debit cards (fees apply), cash, checks and money orders.

BUILDERS

Please download the Builders Package on our website, it has all the information you will need. You can also contact us directly and we will send you a package by email or answer any questions you may have.

Please note: ALL off sites require a liquid only pump. Absolutely no exception!!! All sewer pump installs require an inspection by an ESCUD employee.

ESCUD DOES NOT DETERMINE OCCUPANCY! YOUR WILL SERVE IS ISSUED BASED ON THE NUMBER OF BEDROOMS. YOU MUST SUBMIT A COPY OF THE FLOOR PLAN WITH ALL BEDROOMS MARKED.

BUILDING ON ENGLISH MOUNTAIN

Fill out the application form, submit a copy of your house plans if building with the application, pay tap fees. Once we have the application and tap fees we will issue a Conditional Will Serve you can take to the County to get any permits you will need. Once the home is completed and if you are installing a sewer pump system, our Operations Manager will inspect the site, upon approval you will be given a Final Will Serve to give to the County for your Certificate of Occupancy.
The location of the lot and lay of the land will determine if you have a gravity sewer line or if you will need a sewer pump and tank.

LOT INQUIRIES ON ENGLISH MOUNTAIN

Each lot must be confirmed individually. You will need to send a map of property with lot number, showing the name of the road the property is on, the parcel must be highlighted. There will be times you will need to meet with the tech on-site if the property in question is unclear/not clearly marked. We have implemented a policy that you must make an appointment with our techs and meet us at the property with a current map of the lot. Some lots have both water and sewer, some only have water (if only water, we will give you a letter to take the Sevier County Environmental Department to use for a “Perk” test for a septic system) some lots do not have access to either. You will need to send inquires to

There are times we can extend the lines at the customer’s expense. We will meet with you and discuss whether this can be done and if so, we will get a quote together for materials and labor. This quote will be good for the original person inquiring only (not transferable) is good for 60 days and must be paid in full including tap fees before work is started. This will need a minimum of two-week lead time to schedule the work, (any water/sewer emergency situation will come before scheduled work). Any water or sewer lines 300 ft or more will require engineering and must be approved by the state and TDEC.
Please note at some point we may start charging a non-refundable deposit (will go towards your payment) for quote work to cut down on non-serious inquiries.

I JUST SOLD MY HOME OR PURCHASED A HOME

You will need to contact the office and fill out an application and pay any connection/new account fees. Please note: Once the seller has informed ESCUD the closing date ALL ESCUD services will be disconnected and will not be reconnected until the new owner contacts ESCUD.

Contact our office then go to the link on website (or we can email it to you) and fill out the disconnect service form. Please note: You are still responsible for the bill if you do not contact ESCUD to have service disconnected. We will be glad to send you the new owner’s application to take to closing for the buyers.

BOARD MEETINGS

Board meetings are held on the second Wednesday of each month at 5:30 pm at the ESCUD office.
Snow or ice conditions will result in rescheduling the meeting, please check our News page during inclement weather for updated information.
If you own a home or property here on English Mountain or in one of our off sites where we manage the sewer facility you are welcome to ask questions or speak during the meeting, at the end of business we will open the floor up to all that want to speak. If you are not a ESCUD customer you must fill out a request to speak at our meetings, available on our website.

Minutes are posted on our website once adopted and approved by the board. Example: June minutes will be posted in August.

MISCELLANEOUS

In Tennessee we are not required to send out a mailer about rate increases. We will, however, post it on our website.
